Tricare Mandatory Mail Order

Effective today, October 1, 2015, Tricare will require that refills of maintenance medications must be filled by the Express Scripts mail order facility. While first fills of maintenance medicines may continue to be dispensed by a retail pharmacy network participant, further refills are "mandatory mail order." Active service members and their families are given the option to use the mail order service or obtain their prescriptions at a military treatment facility. Although a conference committee between the House and Senate expressed concerns about the mandatory mail order program, the final language for the National Defense Authorization Act (NDAA) only requires that the Department of Defense report to the Armed Services Committees on a quarterly basis what the effects of that program are on access. That NDAA was scheduled for a vote, September 30, 2015. At this time, whether a compounded medication is considered "maintenance," and therefore would be affected by the new mail-order program requirement, is unknown.

IACP is working to clarify exactly how compounded meds could be impacted by this mandatory mail order, and whether this mandate only covers branded drugs. IACP will update its membership as confirmation is obtained.
